Study On The Government Regulation Of High-tech Zone In China

With the rapid development of the world economy and technology, the high-technology and high-technological industries have been the pillar of the international economic development, the core of the international competition and thesymbol of the comprehensive national strength. Since American Stanford Research Park had been set up in 1951 and later developed as silicon valley ,in order to develop their own high-technology and high-technology industries, a lot of countries or areas one after another followed the example of America to set up high-technology zone in some districts where the conditions are suitable and intellects and dense. Recently, many experts argued that government regulation of high-tech zone from many angles ,and it explained that government is very important for high-tech zone whether in developing countries or developed countries. Similarly, high-tech zone in China have developed for more than 20 years, though it obtained great achievements, it has many problems. Under the new situation of the whole world, it will face much bigger challenges. The Chinese government mentioned in 10thFive-Year plans that, high-tech zone in China have been basically completed, and proposed "second-undertaking ". The author thinks under the special situation, it is very significant to penetrate into studying government regulation of high-tech zone.Domestic researchers concentrated on studying one aspect or some aspects of government regulation of high-tech zone, such as government management, industrial policy, innovation system, tax revenue and other policy aspects, they did not consider the actual situation of our country——unbalanced development, namely, different high-tech zone is not all at identical development phase. Therefore, this article will study high-tech zone from new angle considering unbalanced development. The innovation of this article is precisely from different development stage, using the method of comparison, in the space, the author carries on the comparison of the different region, in the time, the author carries on the comparison of different time. In the end, it obtains some useful suggestion for government, namely the different local government when making the rules and regulations to high-tech zone , must unify local superiority and high-tech zone phase.Therefore, the dissertation argues that high-tech zone whether from spontaneous market or from government allow government to support in the different aspects. High-tech zone has different characteristic in different development phase, so the government should have the different emphasis. Namely in the different stage, government function must make the corresponding transformation in order to adapt high-tech zone development and strengthen the international competition of China. Finally the author think high-tech zone of China mostly have finished stage of industrial leadership and is toward stage of innovation breakthrough .So high-techzone of China could face much bigger challenge under the new situation. The author has conducted some related strategy research in light of this.
