The Problems And Countermeasures In The Initial Stage Of Qinhuangdao High Tech Development Zone

Under the background that the coordinated development of Beijing,Tianjin and Hebei has risen to a major national strategy,technological innovation plays an important role in the high-tech industry.Taking the regional economy as a carrier,the high-tech zone has become an important support and the most dynamic economic sector in regional economic development.The purpose of this dissertation is to research the related theories of high-tech industry development zone and learn from the advanced experience both at home and abroad.In view of the predicament of Qinhuangdao High-tech Development Zone during its initial stage,through reforming and establishing a scientific and efficient management mechanism to promote Qinhuangdao High-tech Development Zone to a systematic and standardized transformation,and thus effectively improve the management of high-tech development zones in Qinhuangdao,and establish a stable security system for the rapid development of Beidaihe new area to provide a solid guarantee.The dissertation takes Qinhuangdao High-tech Development Zone's problems in the initial stage as the research object,and its theoretical significance lies in that it sums up the experience better from the public management,analyzes the problems,enriches the relevant theories in the initial stages in the development of the High-tech Zone,The existing problems and contradictions provide theoretical solutions and basis.From a practical point of view,taking Qinhuangdao High-tech Development Zone as an example,Qinhuangdao High-tech Development Zone is in its infancy.Staffing,state policies,institutional settings,park facilities,industrial agglomeration,investment attraction and other aspects are not yet mature enough.Through targeted analysis,provide targeted comments and suggestions,in order to promote high-tech development zone in Qinhuangdao next step to provide strong support.Based on the related concepts of high-tech industrial development zone,the paper analyzes the current development status of Qinhuangdao High-tech Development Zone during the initial stage based on the theories of growth pole theory,governance theory and seamless government.The dissertation points out that though the Qinhuangdao High-tech Development Zone has made some achievements in its development,there is still ashortage of supporting policies in the current start-up period,the slow construction of parks and the weakness of industrial agglomeration.This is because of policies and regulations Imperfect mechanism of introduction of talents,imperfect investment mechanism of enterprises,lagging of investment promotion and insufficient driving force of the park,and drawing lessons from the construction experience of High-tech zones at home and abroad,it is necessary to implement the strategy of human resources by strengthening the support of policies and regulations and building a multi-level In order to solve the problems faced by the Qinhuangdao High-tech Development Zone during its initial stage,in order to explore a new pattern of capital attraction under the synergetic development of Beijing,Tianjin and Hebei,improve the intermediary service system and strengthen the investment and financing system construction.
