Under the background of the step that world manufacturing industry is shifting to China unceasingly speeds up and the enthusiasm that our enterprise is independently innovating unceasingly surges upward, this paper is focused on the technical innovation activities in industry cluster regions, for the purpose of discussing the essential factor resources and its intrinsic mechanism of industrial agglomeration which benefits technical innovation with the industrial economics method.Firstly, this paper studies the industrial cluster's innovation superiority, and points out the industrial cluster is more advantageous to the enterprises by providing essential factor resources such as the knowledge, fund, and talented person which the innovation needs. And industrial cluster also provides essential channel for transferring the resources to the reasonable place in the spatial disposition.In this foundation, this paper discusses the intrinsic mechanism of industrial cluster which promotes the innovation by establishing the official and the unofficial network relations models, and points out how the industrial cluster through its own network relations influence the gaining, sharing and recreating of resources.Then, this paper empirically tests the hypotheses using the collecting data from IT-manufacturing enterprise cluster of Suzhou, Jiangsu province.Finally, in the foundation of analyzing the general character and individuality between IT-manufacturing enterprise cluster of Suzhou and other regions, this paper put forward the policy proposal. There are valuable references available to the further improvement of innovation in the industrial clusters.
