The Research Of China's Water Service Integration System

In the 21st century, management of water resources has become a focus of the paradox of sustainable development. Municipal water services, in turn, have become the focus of the market. How to construct and manage a reasonably effective water service systems, how to promote efficient usage of resources, how to realize sustainable development--these questions have become hot-button issues around the world.From the point of assets conformity, using the Circular Economy Theory, the Transaction Cost Theory and the Company Governing Theory and aiming at the economic characteristics of the city's water affairs, the present paper presents an idea of the implementation of the reform of water affairs system.The present paper has discussed six parts. Firstly, the present paper has described the definition of water affairs, analyzed the economic characteristics of the city's water affairs, such as commonweal, monopolization and continuity. In Part Two, the meaning behind the study of this paper is introduced and it is explained that the water affairs system is urgent due to issues of shortage of water resources and serious water pollution. In Part Three, aiming at the economic characteristics of the city's water affairs, using the Circular Economy Theory, the Transaction Cost Theory and the Company Governing Theory, the present paper has analyzed, demonstrated and submitted an idea that the reform of the water affairs system China should conform firstly the assets of water affairs and then carry out the integrated management. Part Four, the situation and the existing problems of the water affairs systems in China are analyzed. Using the experiences of water affairs management in other countries for reference, the management modes of water affairs system used in other domestic cities are analyzed and an idea of integrated reform of water affairs system in our country is presented. Part Five, the reform of water affairs system in Hangzhou is analyzed and demonstrated as an example, and an idea of integrated system reform of water affairs in Hangzhou is presented. In the end, it is concluded that in the process of promoting reform of water affairs system in our country, in order to improve the efficiency of the whole water affair industry, the water affairs assets should have an integrated conformity and integrated management.
