The Study About Qualification Of Peasantry Losing Territory In Social Indemnificatory System

Land is not only a source of income for farmers, but their basic livelihood guarantee. With the development of economy and the level of urbanization, lots of agricultural lands have been occupied, which means a large number of farmers will lose their land, lose their survival lifeline. China's rural social security is not perfect, including urban landless peasants not enjoying social security benefits, so that the problem of landless peasants has become a major impact on rural development and social stability, and even affect the healthy and stable economic development and social operation. Therefore, for the establishment of landless peasants,many experts and scholars have studied the problem of social security and also put forward to a number of unique views and advice. However, there is a key point in the current mode of operation that is imbalance in the system. Therefore , there will be a theoretical and practical significance for further study of landless peasants social security issues.The full text is divided into four parts: in the first part, with the development of China's urbanization and industrialization, rapid increase in demand for the various sites, the occupied area of land growing, and along with more joining the ranks of landless peasants, so that it has gradually formed a new social groups. This group regardless of the economy and status has been in difficulties, and as a result, there shows a dominant social problem which not only affects the development of the national economy, but the social stability and unity.The second part will discuss the result that Social Security is a redistribution system by introducing welfare economics and the Keynesian doctrine and Beveridge Report and Democratic Socialist foreign social security theory. It is responsible for national government to establish the social security system, and also has the responsibility to resolve the issue of social security of landless peasants. In addition,it also inspects the existing social security theory and practice of landless peasants, and finds that there lies some shortcoming in the existing theory and practice, especially the funding issue. So above all, to solve this problem is to clarify the cause.The third and fourth component is the establishment of landless peasants limiting conditions of the social security system and proposes the solution. On behalf of the land transfer process to affect the interests of the villagers, an active member of the villagers can fight for the interests of the villagers and therefore it is necessary to readjust the village committee and township (town) relationship between the village committee to achieve a real sense of autonomy which truly represents the will of the villagers and the village's collective security interests.The last part is the theme's conclusion. On the contrary, if the policy makers can not propose an effective way to solve the problem of landless peasants, then it will affect the steady economic development and social stability and unity.
