China's reform of state-owned enterprises developed deeply, and the market economic system was practiced widely, which greatly changed the country's economic structure and employment structure. Employees have been laid off as a regular recurring phenomenon in society. As a result, national employment concepts, has undergone tremendous historic changes. In the early 1950s', the establishment of a highly centralized labor and employment system, formed a conception in the whole society that only to work in the state-owned enterprises and institutions, or work in the full employment is a real job. The conception strictly tied the hands of the people."Iron Bowl"was treated as an ideal mode of employment goal by the socialist labor system. But with the restructuring of state-owned enterprises and in-depth restructuring of the market, the low level of full employment in the originally planned economic system, gradually from the hidden unemployment into open unemployment."Paper no longer can contain the fire."The major changes of labor employment system inevitably have a tremendous impact on the traditional concept of employment. Faced with the reality of large numbers of workers have lost their jobs as a result of the deepening of reform and economic restructuring, reemployment settlement issue has become an urgent major issue to study and solve. This paper is based on research of unemployed concept of employment, re-employment act, the unemployed by the regional culture, the main features of the natural effects of the employment concept and the reasons of such content, descript deeply the unemployed concept of employment and re-employment situation, elaborate restructuring of state-owned enterprises unemployed in the course of careers and collision between the original concept of employment and the existing community of the real state. The paper use the method of the combination of quantitative analysis and qualitative analysis, analysis of the concept of re-employment factors directly and indirectly, explore the concept of re-employment and re-employment and its influence. Based on this proposed the suggestion of changing their concept of employment and re-employment.China's unemployment problem is very serious, the most conspicuous manifestation is groups large-scale unemployment. Despite the number of laid-off results are different, the laid-off and unemployed problem overall size, speed the development of unemployment, involve extensive impact. China's state-owned enterprise unemployment problem has three features: the seriousness of scale and speed , the potential outbreak and the irreversible structure. With the adjustment of the economic structure, the job market competition is becoming increasingly fierce, the continuous updating of knowledge is accelerating. The unemployed to find new jobs become more difficult. How to promote re-employment, the focus should be on changing the unemployed on the employment concepts ,from the perspective of the government, society, employers, workers and other aspects of personal innovative concepts. The article elaborated on the concept of choosing the unemployed and acts, and the impact of the two factors.This paper researches from the social work perspective of social factors to support the role of reemployment of laid-off workers in positive response, and explores the main role of job occupational cognitive outcome to the job hunters.The article said that the ongoing relationship between re-employment and re-employment concept exist such an underlying assumption: As long as the unemployed changing employment concepts, we will be able to change their employment practices, promote reemployment. But the new concept of employment form is not something that can be achieved immediately. We must break with the traditional concept of the shackles of employment. Only if we have a deep understanding of the market economy and the nature of the employment relationship, can we form a new economic system employment concept.To change the employment concept is important. To explore the concept of the reason, can not overlook that the job hunters'personality characteristics, the natural attributes and in the context of regional culture, factors such as social security, we can not ignore these factors on employment of people affected. From the northeast restructuring worker reemployment at the current situation, the tertiary industry employment number was basically the same with the first, secondary industry employment, which means that the number on the re-employment officers have been accustomed to the tertiary industry employment, becoming the hope of the employment.But not all of the workers would like to find a job in the tertiary industry. The biggest obstacle is the concept. There are four types of reemployment concepts in the restructured enterprises worker: the traditional conservative view of employment, ambitions - employment, step - in place employment, and other employment on a wait-and-see-type concept.
