The Research On Industrial Transformation Of Resource-based City In Northeast China

The development of the resources city is based on the exploitation of natural resources. The feature of such cities is that the main industry is closely relative to the exploitation of natural resources. Under the planned economic system, the city is built completely in such a rush. The specialty of resources-based industry makes the transformation of industry as a certain stage of the development of resources-based city. A lot of studies have been done on the transformation of industry in the western countries. In the northeast of China, due to the features of the natural resources and the certain background in the early independence, resources-based cities are located in everywhere and faced very serious recession, which took the high attention from governments and authorities.It is very important not only to the operation of the entirely national economics but also to social stability and unity whether the transformation of industry in resources-based cities is successful or not. Hence, it is much significant to study the transformation of industry in resources-based cities and to raise constructive strategy. I analyzed the theory of the transformation of industry in resources-based cities carefully in this paper and thinks that the transformation of industry in resources-based cities in the northeast China should insist for the Sustainable development strategy. In detail, we should encourage institutional and technical innovation as the driving force, improve rational exploitation of resources and development of alternative industries. Beside, we also should protect the environment more and pay much attention the Ecological Construction. In a word, we should take a lot of effort to promote the coordinated and sustainable development of economic, social and population, resources and environment.This paper is divided into three parts with"The research on industrial transformation of resource-based city in Northeast China"as the title.The first part first reviewed the three stages of the theory about industrial transformation of resource-based city, which included the initial stage -sociology, psychology ,the second stage- empirical and standardization research from the individual to groups, the third stage- The impact of economic structure, the structure of the labor market and the integration of the world economy on the resource-based cities. And the paper summed up the research about transformation and development of resource-dependent cities done by scholars at home and abroad. Second, I made a brief introduction to the research about resource-based cities and the model of transformation of resource-based cities. Then I came up with the new direction of research about transformation of resource-based cities.Based on analyzing the transformation and development of resource-dependent cities, the second part first analyzed resource-based cities on the elements such as economy, population, resources and environmental as the System. Confirmed the necessity for transformation of resource-based cities and the obstacles existed. The micro-obstacles included the human resource structure, restructuring of SOEs, capital and so on. The macro-obstacles included environment, industry, system, investment plan, institution failure and so on. Second, discussed briefly how the resource-based city went on with the adjustment of industrial structure based on obstacles analysis. Following this, came up with the principles of adjustment of industrial structure in resource-based cities, including improving its own competitiveness, market-oriented, strengthening government's macro control, increasing employment, adhering to sustainable development, etc. And I discussed the problem existing in the industrial structure of resource-based city, which included national industrial policy that has led to imbalance in industrial structure, excessive amplification of the endowments of natural resources, poor industry association, production cooperation needed to be strengthened, new technology industry lags behind, etc. Third, I discussed theoretically how to optimize the industrial structure of city resources and proposed optimizing industrial structure model. Last, came up with some standards on how to choose leading Industry during the industrial transformation of the resource-based city. Paper also proposed the building model of emerging leading industry and the factors affecting the selection of industry mode which included the development stage, the scale of resource development, the state's industrial policy, the barriers from the industry, geographic factors, etc.The third part first gave a brief introduction to the whole conditions of the resource-based cities in the northeast China, which was about the number of resource-based cities, the distribution of the location of resource-based cities, development degree and so on. Second, I analyzed the main problems during the industrial transformation faced by the resource-based cities such as town structural contradiction in transformation, the large number of various cities in transformation and heavy financial burdens, difficulties in the choice of alternative industries and the development path, lack of the benign mechanism of resources development and urban development, etc. At the last, pointed out that the industrial transformation of resource-based city in northeast China should obey the principles of sustainable development. According to the reality in the resource-based city in northeast China, proposed some advice in detail, which were the following items: readjusting the economic structure, optimizing the industrial structure, choosing the pattern of industrial transformation timely, building and developing new industry, institution innovation which would promote the transformation of economic structure, the government's full support and assistance, persistently developing recycling economy.
