The support of the government policy, the attention of investors from the world and the accumulation of kinds of resources must explode the tremendous positivity and creativity and promote the development of economy and society of Dalian.For regenerating Northeast industrial region, there is a key that is realizing the economy combination and mutually reinforcement in the northeast in order to improve the competition power in the domestic even international market. I think it need use the successful experience from the other three economy areas in the country and set up a municipality in the northeast area for regenerating Northeast industrial region, as well as bring along the whole economy area development and make the northeast economy area become the fourth economy increasing point of China. Because of the advantage of Dalian, it could be considered this plan.In fact, Dalian has been provided with the postulates of transforming into the municipality:First, the number of population has reached the basic request of the municipality, additionally the excellent geographic location and environment has improved the accepted ability of the population of this city.Second, good strength of economy and potential of development has become the internal impetus. Dalian has completed or overfulfiled the tasks put forward in the 10th Five-Year Plan, and it has become the most opening, the most greathearted city, at the same time it has also been one of the most powerful cities in the northeast and Bohai Sea Rim region. Especially the rapid developed port economy has formed a great transportation system focus on the harbour, and because of the effect of the export-oriented economy, the port economy has good trend.Third, upper level of marketization has become the internal condition. The historical experience of the economy development of the world indicates that market economy is the most effective measure of resource allocation, and the upper level of marketization is, the more rapidly and actively the economy develops. Under the strategic background of"regenerating Northeast industrial region", it must rely on the high level of marketization of Dalian and base on the strength of macroeconomic of Dalian, driving the development of the northeast economy.Fourth, the orientation of Northeast Asia international shipping center and district finance center has become the external condition for Dalian changed into the Municipality. Dalian is the window of opening to the outside world in the northeast. It is a main hinge of commodities and materials shipped to the southeast and the international market from the northeast hinterland. It also is an important node connecting with two markets and two resources. If Dalian become the important international shipping center of Northeast Asia, improved the radiate function of Dalian, received more capital flow, information flow and so on, it may be possible that increasing the attraction to international capital and technology person with ability for northeast economy area. It may improve the international competition power of northeast economy area. The finance field has made effort for many years to form the self-contained finance system including banks, insurances, negotiable securities, futures and affiance based on the rapid development of Dalian's economy. Dalian has become the city in which finance organizations are all ready and the consistency of it is the most.Finally, the advantage of human resource has provided the mentality support for Dalian."Revitalizing Dalian through science and education"is one of the strategies for society and economy development. Education is on a basic position, following the advancement and development of Dalian, vocational education, adult education and higher education has achieved quite great progress.In general, I think Dalian has possessed the postulate for transforming the Municipality. But there are some limitations in some fields as following:Firstly, industry instruction singularity has restricted the development of economy. Illegitimate economy instruction has become obvious conflict restricted the sustainable development of Dalian. So it is important to regulate strategically the economy instruction for macroeconomic management.Secondly, planned economy system is ineradicable. Because Northeast area is influenced by planned economy seriously, additionally the rate of reform and opening is laggardly, the whole area is considered the last stronghold of planned economy system of China. As one of the coastal cities of open economy, Dalian is more excellent than other cities in northeast. But, in general, it still trails Southeast Coast of China and other Municipalities.Finally, the establishment of harbor is dropped behind.
