Research On The Problems And Countermeasures Of "Transforming Villages Into Urban Communities" In S Village In Chaoyang,Liaoning Province

All things will be prosperous if agriculture prospers;the whole country will be rich iffarmers are rich;the world will be steady if the village is steady.Since the fifth Plenary Session of the 16 th CPC Central Committee has put forward to building a new socialist countryside,CPC Central Committee gives an unprecedented support to rural areas,in this context,many regions of China have done a lot of useful exploration activities.As to improving the living conditions of farmers,improving the image of the village,a common measure of “Dismantling Villages and Setting up Urban Communities” is taken.With the continuous development of the new countryside construction and urbanization in a wide range of different provinces and cities,“transforming Villages into Urban Communities” provides a good opportunity for improving the level of Chinese urbanization and solving the problems of agriculture,countrysides and farmers,especially in less developed regions,due to the objective existence of regional economic and social gaps,the desire to speed up economic development is more intense,and the action is more rapid.While “transforming Villages into Urban Communities” has brought positive effects,some problems have also appeared in the process of implementation,and the problems in the less developed regions are particularly serious.This paper selects the less developed areas as a special region to discuss the problem,and defines the related concepts of “transforming Villages into Urban Communities” in the less developed areas.Combined with the theory of urbanization,governance and good governance,and the theory of human modernization,this paper compares and analyzes the different patterns of “transforming Villages into Urban Communities” and various patterns in different regions.This paper selects the village “S” of Chaoyang which is less developed in economy and society as the research object.Combined with the actual situation and related datas,this paper expounds the background and presents the situation of “transforming Villages into Urban Communities” in this village.In the process of “transforming Villages into Urban Communities”,certain achievements have been made,at the same time,there are also some significant problems of landless peasants so that the peasnats' civil rights cannot be guaranteed,,such as the shortage of funds,the decline in life satisfaction.On the basis offield investigation of village “S”,we analyze the reasons for the problems existing in“transforming Villages into Urban Communities”,especially policies,institutional problems,the lack of the consciousness of performing duties and sense of responsibility of staffs.Aiming at the above problems,the last part of the article discusses the people's livelihood projects,To improve the land expropriation and compensation mechanism,and broaden the two aspects of internal and external funding,the government carried out the correct role positioning,scientific planning in the whole process and other measures,and put forward countermeasures and suggestions for “transforming Villages into Urban Communities”.The inadequacy of the article is that only one case in the lessdeveloped area is selected as the research object,and the particularity and limitation of thi s area are obvious in some aspects of this study.Whether the conclusion of the research is app licable to other less developed areas is still to be confirmed.
