According to the strategy of Changchun's"11th Five-Year"plan for Economic and Social Development and the necessity of"talent revitalize city", In accordance with the requirements of the old industrial bases in Changchun. The target of highly skilled staff in the current and future periods is building professional capacity , firmly grasp the skills training, appraisal, status use and race selection, the exchange of technology, commend incentive rational flow, social security and establish sound system, use scientific evaluation mechanisms, encourage and ensure new measures to improve the work of highly skilled staff, speed up the training of a number of sufficient, structure reasonable, quality excellent technical, composite skill and knowledge skilled employees. And gradually develop training quickly, utilize efficient and treatment high pattern for highly skilled staff to meet the needs of the development of key industries in our city. At the end of"11th Five-Year Plan" period, who has the level of senior skilled workers are more than 25% of skilled workers., the proportion of skilled technician and senior technician account for more than 5%, and led junior coordinated development of junior and primary skilled workers. To achieve this goal faster and better, in this paper, our research object is skilled employees in machinery manufacturing enterprises in our city and studies the situation and the training of highly skilled staff selection, and the use and incentive mechanisms and put forward specific proposals and views.This paper is divided into four parts to analysis the problems of the shortage of highly skilled staff in machinery manufacturing enterprises in our city. The first part is introduction, it mainly introduces the importance of research and background of the shortage of highly skilled staff and explains the evolution of the concept of highly skilled workers and the training system of highly skilled staff at home and abroad.The initial concept of highly skilled employees dated from "master" in the agricultural community, the modern sense of the concept of highly skilled staff was gradually established in recent years. They are skilled employees who are at the frontline positions, such as production, transportation and services, has mastered the specialized knowledge and skills, possess excellent operational skills and work in practice and the key technologies and processes to solve operational problems, including senior technicians of skilled workers, technicians and senior technicians vocational qualifications and the correspondent.This section also explains the definition of skills and the features of skilled workers. Generally speaking, skilled workers have the following six basic characteristics that are the unify of working spot, the practical working activities, the basis of working levels, the norm of working requirements, the complication of the working environment and the cooperation of working team.The part introduces the training system of domestic skilled staff.The training system of our skilled staff has gone through three major stages. The first stage is the initial stage of workers'technician grade evaluation and employees'training system in 1950's; the second stage is workers'technician grade evaluation and recovery and enrichment of training system; the third stage is the transition of skills identification.The training system of our highly skilled staff consists of the following four ways: First is to train new workers through experienced workers; second is to rely on trade associations or enterprise culture; third is to teach through technical school or vocational and technical training institutions and training organizations from society; Forth is to build base of highly skilled staff.This part also introduces the training system of highly skilled foreign workers .We can see more successful training system of foreign highly skilled staff training .First, the government passed legislation to enable the implementation of responsibility and obligation in the training of highly staff. Second, enterprises cooperated with the school closely to train a large number of highly skilled employees for enterprises as soon as possible.The second part introduces the basic situation and characteristics of highly skilled staff in our country, province and city, and analysis the characteristics and problems of highly skilled staff of the machinery manufacturing enterprises.Currently, there are four features of the staff in our city's machinery manufacturing enterprises. First, the highly skilled employees have the high quantity but the low quality. Second, the workers of the private sector have the low technical level. Third, highly skilled staffs exist a serious loss. Fourth, there is a big shortfall of highly skilled staff.The third part analysis the reasons of existing problems about the building of the highly skilled staff in our city's machinery manufacturing enterprises. The first problem is a serious lack of highly skilled employees. It mainly dues to the rapid increase in the market demand for highly skilled workers, uncompleted incentive mechanisms of high-tech staff and the biased understanding of the skilled workers.The second problem is the ability of the skilled workers can not meet demand .Analysis of reasons for this: First, vocational and technical education institutions have problems. They pay more attention to pursuiting utilitarian, staff training model make a mistake, funds are lacking, teaching poor infrastructures are poor , practice ability is poor, employment rates are low, students are single, the quantity of teachers are short and other reasons. Second, the technical education exists problems. The main problem is that technical education which is mainly showed in the vocational training, many aspects can't get support from government and education input are not enough from government. Third, corporate investment of skills training staff is not obvious.The forth part gives the method to manage the highly skilled staff in machinery manufacturing enterprises in our city.First countermeasure is to perfect mechanism for training highly skilled staff. First, we must enhance their awareness of the importance of highly skilled staff training who play the main role in the industry. Second, innovate vocational education model, and lay a solid foundation for the growth of highly-skilled staff. Highly skilled employees training must adhere to the needs of the society , take school-enterprise cooperation; we must combine compounded skills with the overall quality; we must practice combining teaching, researching and producing together; we must establish teams of teachers in line with modern vocational education. Third, we must improve the training of highly skilled staff financing mechanism to enable highly skilled staff training funds are effectively safeguarded.Second countermeasure is to strengthen highly skilled staff appraisal system. First, it is necessary to improve the skills of the staff appraisal system gradually. Second, extend vocational skills contests, broaden growth access of highly skilled staff.The third countermeasure is to improve the encouragement system of highly skilled staff. First, we should improve the position mechanisms used by highly skilled staff. Second, it is necessary to further improve the highly skilled staff incentive mechanism. Third, we should commend and reward highly skilled staff who made outstanding contributions.This conclusion is made, generally speaking, machinery manufacturing enterprises in the city ranks highly skilled staff which foundation is still comparatively weak, the training system is still not perfect, evaluation, incentive mechanism is not perfect, neglect the traditional concept of skilled labor and skilled workers still exist. Therefore, we must first face up to the existing problems and shortcomings that exist in the building of the contingent of highly skilled staff .Through media publicity make the entire society to pay great attention to the shortage of highly skilled staff ,which will cause constraint of economic development. On the premise changing concept, we must reform system for cultivating skilled workers strongly, in particular, to promote the development of technical education, to form a vocational education system as soon as possible which central task is to train highly skilled staff, to run higher technical education institutions from foreign experience. Meanwhile, for the existing highly skilled staff, to enhance their social status and remuneration, to improve on-the-job training and encourage using, to form a strong set of incentive system of highly skilled staff inside and out side the enterprise as soon as possible. Only when these measures to the letter, machinery manufacturing enterprises can make our highly skilled staff in the aggregate, structure and quality meet the needs of economic and social development in our city, to provide reliable protection for human resources in the revitalization of the old industrial bases of our city.
