With the informatization to drive the industrialization is our important strategic step in 21th century. While, we should notice that traditional industry is the essential foundation of the development of the information technology manufacturing, which requires us to deal with the relationship of the information technology manufacturing and the traditional industry effectively. In the process of the informatization driving the industrialization, we should persist the application of information technology to traditional industry to strengthen the position and function of the information technology manufacturing in our country, and we also should make sure the traditional industry is the pillar industry in our country, and use the information technology to implement the optimization and upgrading of its industrial structure, as well as the benign interaction and organic fusion of the traditional industry and the information technology manufacturing,to achieve great-leap-forward development of national economics finally.The information technology's function of driving the traditional industry is different for each traditional industry. So the different traditional industries'function of promoting the information technology manufacturing is different, which decides that the interaction between industries doesn't go hand in hand. Therefore, it is necessary for us to analyze the input - output relationship of the information technology manufacturing and traditional industries, so as to bring forward the effective policy and suggestion for the industrial road based on the informatization.Taking into account the limitations of data source and according to the scope of traditional industries, in this paper, the three major traditional industries is considered as the traditional industry, and the electronics and telecommunications equipment manufacturing is regarded as the information technology manufacturing. According to China's input-output tables of 1990 to 2002, with the input-output theory, we have calculated the industry linkage indicator between the information technology manufacturing and the traditional industry.In the third chapter, first we calculate the middle demand rate, the middle input rate, inductivity coefficient and impact coefficient of the information technology manufacturing to analyze its position in all the industry departments. Then through calculating the proportion of the three major traditional industries in the middle demand and the middle input of the information technology manufacturing, we study the industry linkage between the three major traditional industries and the information technology manufacturing. Finally, according to the three different aspects which are the direct consumption coefficient, whole consumption coefficient and the spreading effect, we analyze the correlation degree between different traditional industries and the information technology manufacturing .We have concluded that:1. Comparing the direct consumption coefficient and the whole consumption coefficient of the information technology manufacturing, we can find that the indirect consumption and input is more than the direct consumption and input of the traditional industry. There is a poor correlation degree between the primary industry and the information technology manufacturing. Whether in consumption or in input there is a close relationship between information technology manufacturing and the traditional manufacturing industries, such as the chemical industry, metal refining and calendaring industry and other knowledge-intensive industries, and the electrical machinery and equipment manufacturing and other labour-intensive industries. But the information technology manufacturing is not very close to the energy and raw materials industry. In the main, the information technology manufacturing consumes secondary industry more than other industry, and put into it is less. Information technology manufacturing plays a strong role in boosting the development of the tertiary industry,the postal and telecommunications industry, the business and the finance and insurance industry are affected significantly, and the information technology manufacturing invest in the tertiary industry more and more, especially the service industry . In virtue of executive branch's characteristic, the information technology industry has input in it more.2. After analyzing the spreading effect, we found that the information technology manufacturing has the strongest influence on the chemical industry, metal refining and calendaring industry, the electrical machinery and equipment manufacturing, the business, the finance and insurance industry. Furthermore, the industries consumed more by the information technology manufacturing are mainly the leading industry whose inductivity coefficient and impact coefficient is larger, and the industries imputed more by information technology manufacturing are mainly the industry whose impact coefficient is smaller but the inductivity coefficient is larger. And it shows that the ratio of the information technology manufacturing's production induction capacity and the gross output is larger, which indicates the production scale of this industry can not satisfy the society's need.Analyzing this industry's influence of the price and yield fluctuation, it indicates that the industries invested more by the information technology manufacturing are affected stronger by the information technology manufacturing. And we can see that the secondary industry is the first to be influenced by the information technology manufacturing. In the secondary industry, the effect of the information technology manufacturing on the manufacturing is greater than on the energy industry. There is a steady increase in the correlation degree of the information technology manufacturing and the tertiary industry.With IT representing the output of the information technology manufacturing, we substitute GDP for the gross output value of the three major traditional industries. In order to avoid drastic fluctuations of the data, we use LGDP and LIT represent the natural logarithm of GDP and IT, and with the method of the unit root test, the Jonhansen-Juselius test, the impulse response function and the Granger cause test ,we make the empirical study on the LGDP and LIT form1990 to 2002,and get theirs short-term fluctuations adjusting to the long-term balance of the VAR model.The empirical study has indicated that the information technology manufacturing accelerates the three traditional industries obviously, but the three traditional industry's impetus to it is insufficient.The empirical study shows that our information technology manufacturing has a stabile impetus to the gross national product in a long-term.Compared with developed countries, the development of our information technology manufacturing is relatively slow. Its radiating effect on the traditional industry is the small,and its transformation to the traditional industry is relatively weakAccording to the input-output analysis and empirical study above, we must enhance the technology and economic connection of the traditional industry and the information technology manufacturing, which is good for our economic development. It is necessary for us to reinforce the informatization of the secondary industry, and develop and utilize the new materials, new kind of energy to intensify the reform of this kind of basic industries. In addition, we should promote the development of new industry in the tertiary industry, and improve the informatization of the agriculture. We must keep the information technology manufacturing in the leading industry position, and improve the technical innovation capability.
