From enterprise logistics, third party logistics, to fourth party logistics, logistics industry develops to professional direction unceasingly. There appears a series of new developing trend in modern logistics."Fourth party logistics" (4PL) is a trademark owned by Acccnture (formerly known as Andersen consulting). The definition of 4PL is:" 4PL is an integrator that assembles the resources, capabilities and technology of its own organization and other organizations to provide comprehensive supply-chain solutions." 4PL has three main operation models: one-stop services, strategy alliance services and industry innovation services.According to several successful examples, some issues about operation model, consultation management and decision management are analyzed in this paper. A managing frame system structure of logistics group decision-making is put forward. This paper aims at changing operation model into abstract decision-making model, and trying to apply decision-making model into logistics strategy decision-making and CPFR decision-making.Based on multi-Agent technology, the model of group decision-making can express some characteristics such as intelligence, independence, interaction and sociality. This paper tries to present signal agent and the cooperation of multi-agent in the process of group decision-making; describe the interior structure and role function of interface agent, information agent, decision agent and task agent; analyze decision-making factor and process in logistics strategy decision-making and CPFR decision-making; and study the implement process in group decision-decision management system of multi-agent.
