When the enterprises are growing up, the strategic requests are different because they will face the different situation inside and out with their own’s development. The perofrmance appraisal is one of the most important ways for enterprises to practice and test their strategies. Therefore, more and more enterprise take importance to the topic about how to promote the strategic management, using different methods of perofrmance appraisal to transmitting the strategic responsibilities for different enterprises.Company C is a high-tech company based on resource recycling. Under the background of buoyant global circular economy industry, this company developed rapidly during last three years and the extensive mode of perofrmance appraisal is no longer suitable for the requests of management. From its current strategic request, this paper introduced the theory of contract in-house into the performance appraisal system. Through this theory, with the specific conditions of the R&D, marketing department and production department, which are the three conditional departments for the performance appraisal, it can optimize the structure, define the responsibilities of every jobs, separate the contract responsibilities, set the performance appraisal levels of the departments and the jobs, perfect the factors involved the performance appraisal of other departments, clear the examination process, period and the useful result. Therefore, depending on this system, we can improve the department performance appraisal and clear the rights, duties and profit involving different departments.From our reaserch, at the particular stage of high-tech companies, using the perofrmance appraisal with contract in-house is useful to integrate the stragetic target with the department objectives. It is also helpful to bring everyone’s activeness and enthusiasm into play and control the buseness cost. Through this perofrmance appraisal mode, it is effective for the companies to achieve their stragtic targets.
