| The testing system of cotton quality plays an important part in cotton circulationsystem. It is crucial in the guarantee of cotton quality, the improvement of theenterprise's interests, and the enhancement of the government's macroeconomicregulation of cotton industry.The testing system of our country has been through several changes, from whichwe could obtain successful experience, at the same time we got the lessons of failure.The present system consists of the notarial test performed by fiber testing organizationand the private test performed by the cotton processing enterprises themselves. It hasmade great contributions to the maintenance of cotton circulation system; however, atthe same time the testing results lack credit and authority. The sense testing method isnot so scientific and the pattern of notarial test in many aspects has to be improved.All of these influence the efficiency of cotton circulation in our country and are not infavor of the production cost. Furthermore, it can not improve the cotton quality andthe international competitive ability of our textiles.In November, 2003, the State Council sanctioned THE REFORM SCHEME OFCOTTON QUALITY TESTING SYSTEM. This project fully profits from the Americancotton quality testing pattern. It generally uses instruments in the process of cottonproduction. In some degree it is successful after setting up several experimental unitsin 2004 and the implement in 2005. However, it also reflects the problem that thissystem is not so suitable to the situation of the cotton industry in our country and sothis affects the progress.As to my article, I give a comprehensive research about the development historyof our country's cotton quality testing system and compare the differences andsimilarities of the background between the United States and our country. Furthermore,I analyze the factors which have an influence on the testing system reform and discussthe defects of our testing system scheme and the concerning policies. On the basis ofthese I present the methods to perfect it. Firstly we should abandon the restrictions ofcotton package and lower the requirements which prevent many participants.Secondly we should provide financial aid to the cotton industry and emphasizes on theusage of instruments in the notarial test. At the same time we should support thestandard establishment of cotton process enterprises. Thirdly we should strengthen the research on the testing system and testing instruments and make the instruments testbecome compulsive. Finally we should synthetically make use of administrative andeconomical measures, set up the ladderlike financial aid policy and try to make thecotton market more standard. |
