The human resources is looked as foundation of enterprises' survival and development, but the middle and small scale privately operated enterprise actually lacks the enough understanding to the human resources management, therefore studies of human resources management on the them question to is seemingly especially urgently. This article investigates human resources management situation and the problem of YANO.CO on behalf of the middle and small scale privately operated enterprise by using the management theory and adopting the literature and the investigation, the author proposes own opinion and the solution in the foundation of anglicizing,This article firstly expounds the human resources management theory, then briefly described the middle and small scale privately operated enterprise human resources management situation and the existing question: lack of correctly understanding to the human resources management, the work at will, the low management quality etc.Dictatorship management and medium and small-scale resource of enterprise run by the local people that entrepreneur individual arrogated all powers to oneself are deficient, make the enterprise run by the local people unable to make the great break-through on recruitment of " Three Tenors ", meaning high-quality, talent of high knowledge, high ability, Because the system is not complete, which handling problem by " rule of by men "Treatment given to staff is relatively lower, which easy to cause the rewards and punishments to be out-of-balance. The medium and small enterprise grow and develop by family people in the beginning, these people of family usually utilize one's own identity outmatch company's system, which make the development of the company meet very great obstacle and hidden danger, causing the mechanism to be unordered.The author think the medium and small-scale enterprise should establish the modern human resources management idea by analyzing these reasons, proposing the medium and small-scale enterprise should realize specialization and strategy of manpower resources management; Scientific process in recruit. Theses enterprise should set up effective assessment examination system and strengthen enterprise's cultural construction at that time, which could strengthen enterprise's appeal and reduce the brain drain rate.
