Studies On The Risk Analysis Of Imported Waste Paper And Its Management Countermeasures

Based on the risk analysis of waste paper, the paper analyzes the potential risks caused by imported waste paper and puts forward some practical and feasible risk management measures and countermeasures, thereby providing some scientific foundation for decision-making, enabling the healthy and smooth development of imported waste paper and offering resource power for the rapid and healthy development for paper-making industry in China.Following the pest analysis norm of International Plant Protection Convention (IPPC) of Food and Agriculture Organization of the United Nations (FAO), in this article Studies on the Risk Analysis of Imported Waste Paper and Its Management Countermeasures has been assessed from the probability of entry ,probability of establishment , spread potential, consequences of establishment and entry potential, influence of economical. The result demonstrated the risk of the importation into the China of Import Waste Paper carrying on pest from foreign area is very high for it up to the probability of establishment, spread potential, consequences of establishment and the entry potential very high. Consequently, it is necessary and urgent to take emergency measures to waste paper imported into China from foreign area,,According to the procedure of risk analysis for environment, the latent risk existing in the imported waste paper was assessed. The subject was conducted under 5 titles: those pests forbidden, restricted and generally inspected, the harm generated in the machining process and the political issue. The results showed that there is moderately high probability for those forbidden pests, high probability for restricted pests and extremely high probability for common pests to be taken in with imported waste papers. Together with the big risk in the machining process, the imported waste paper is absolutely risky for native circumstance and become politically troublesome. However, compared with the cost of utilizing local resources or domestic forest, the risk is definitely lower for imported waste paper. Finally quarantine managements and administrative countermeasures were suggested on scientific analysis.
