The Yan'an branch of Industrial and Commercial Bank of China (ICBC) is one of the influential commercial banks in Yan'an. Currently, due to the old incentive ideas and the imperfect incentive mechanism, Yan'an branch of ICBC has difficulty in adjusting to the increasingly competitive market environment and this seriously hampers the improvement of enterprise performance. Therefore, it is an emergent and key issue for Yan'an branch of ICBC to build a scientific motivation mechanism so as to optimize human resources management and to improve the competitiveness of enterprises.This article, with Incentive Theory as the theoretical frame and the standard research as the main method, adopting the specific methods of combining theory with practice, qualitative analysis with quantitative analysis, by analyzing the incentive status, the main problems and the causes of Yan'an branch of ICBC and with the consideration of the local economics and social development conditions in Yan'an, presents the design of perfect incentive mechanisms for Yan'an branch of ICBC. Through analysis, the article points out that the Yan'an branch of ICBC has some problems in its existing incentive mechanisms, such as unreasonable paying system, unscientific assessment mechanism, unsuitable positions for work needs, lack of staff training system protection, the rigid system of promotion. All this leads to the low interest, poor enthusiasm and inadequate activity of the employees and the poor competitiveness of Yan'an branch of ICBC. This paper next analyzes the causes for the problems of existing incentive mechanisms of Yan'an branch of ICBC from the perspective of external environmental factors, such as the management system of state-owned commercial banks, the level of economics and social development in Yan'an, and from the perspective of its own factors, such as the organizational structure of Yan'an branch of ICBC and its operational concepts. Finally, based on various factors, such as the analysis of the staff investigation for demand, the management objectives of Yan'an branch of ICBC and the economics and social development in Yan'an, this paper presents a perfect incentive mechanism for Yan'an branch of ICBC, which involves paying incentive measure, spirit incentive measure and proper pressure incentive measure.The article follows the structure of proposing the problem, analyzing the problem and solving the problem. It is logical in terms of the research process and purposeful in terms of the design. The findings provide practical guideline for Yan'an branch of ICBC to build new incentive mechanism and valuable reference for other banks to conduct the study of incentive mechanism.
