With the economic globalization and the advent of the Internet era,Chinese commercial bank facing the domestic and foreign competition?Human resource has become the key field of competition between domestic and foreign banks,which relates to the survival and development of the bank.Human resource is main embodiment of the core competitiveness of banks.To establish a fair and reasonable incentive mechanism and enhance employee ownership,what are most important for banks to improve their market competitiveness and achieve the healthy development.Based on summarizing the theory of motivation,we described the organizational structure and personnel structure of ICBC(Shaanxi Branch).We analysis of spiritual motivation such as the promotion channel of employee career development and the type of employee training.We also analysis of material incentive motivation such as the assessment,salary level and salary status.We work out the questionnaire,carry out the investigation,and found out there are five issues such as performance appraisal,salary,career development,training and communication.Then a targeted encouraging scheme was proposed,such as optimize performance appraisal system,perfect salary and welfare system,develop employee career development,construction of scientific education and training system,created a harmonious communication atmosphere.At the same time,the paper puts forward the safeguard measures of incentive mechanism,in order to achieve a win-win relationship between employees and ICBC(Shaanxi Branch).
