An Research On Industrial Cluster Policies In Suzhou Area

The importance of region did not reduce during the context of globalization, on the contrary, is enhancing. And the regional competitiveness is more relying on the industrial clusters rather than on enterprises. Industrial clusters become core bodies of regional competitiveness and main powers in global competions. And thus the regional management on clusters become more and more important.Cluster policy is a new concept which originated from Europe. This article introduces it's basic knowledge including the concept, 5 principles and the necessities for gorvenment to intervene. And then 5 European countries' application of cluster policies will be introduced, Japanese's as well for it's culture proximity with ours.This article selects Suzhou Area as its discussing objective for it has a long tradition of gorvenments' interventions. And the industrial clustes there are the most outstanding economic scenes. So the 21 clusters which the output value surpuse 1 billion Yuan has been presented in 4 categories. Then the statistical index inculding Industrial Concentration, Industrial Weight and Local Specialization Index are analyzed. For a better understanding, the article introduces 9 sample cases at last.In the main part of this article, the year 2002 has drawn a line for two different parts. Because the 2002 is a vital year for the Suzhou Area's main regional development strategy take a vast change. In this year, the Area's gorvenment decided to build up a Innovational Area instead of industrial manufacturing only. And the great determination has been showed by issuing 10 Advises and specific diversity of work for each edpartment.So the first stage is mainly cover the introduction of earlier gorvenment's actions in two parts which one is to help generate or develop the external growing clusters by creating the still cost advantages and the other is traditional clusters also known as internal growing clusters by changing the local enterprises' systems and institutions. Then it discussed the achievements and insufficients the actions caused.The second stage on the cluster policy focused on the service idea and service industry. The gorvenment realized that the service matters most when the clusters are in the period of growing. So the policies changed into develop the third industry especially the productive service industry. And the paper split a part in this chapter to emphasized the knowledge flow service for it's importance.
