Study On Regional Sustainable Development Evaluation Model Based On The Theory Of New Economy Increase

Sustainable development, as a result of human being's profundity introspection and knowledge in the long-term practice, is one of the global focal issues in the 21st century. It has been accepted by the international society and many national governments. At present, the research on sustainable development evaluation is still in groping stage both at home and abroad. Given the fact that an acknowledged index system along with an evaluation method has not been established which affects the implement of sustainable development stratagem, this paper was composed of the below sections:Firstly, the characteristics and subsystem composing of regional sustainable development system were discussed, and based on extensive research documents the indicator system and method for regional sustainable development evaluation was established. Sustainable development is a dynamic course, to constitute the indicator system must be provided with administrative levels and securable attribution. The time dimension was introduced and a three-dimensional system for regional sustainable development was established.Secondly, sustainable development is a kind of development in substance, and economy continuous and steady increase is essential condition of sustainable development for developing country. So new economy increase theory was introduced, and regional sustainable development evaluation model was established which integrated with mathematical methods including regression analysis, the boundary ability of regional sustainable development was calculated with the formula of Cobb-Douglas format.Finally, a case study of regional sustainable development evaluation on Lanzhou economic region from 2003 to 2004 was carried out by the application of the index system and the quantitative model above, and the results showed that the boundary ability of sustainable development of Lanzhou economic region dropper behind than the southeast region of china, the boundary ability of sustainable development was different within Lanzhou economic region.Author considered that the radical approach of achieving sustainable development stratagem for Lanzhou economic region were promoting human resource quality, developing circular economy, establishing resource-saving and environment-friendly society, and a series of helpful suggestions to decisionmakers were proposed.The method and technology of GIS were introduced, instructed by new economy and sustainable development theory, colligated correlative knowledge, used CASECNUM to quantify sustainable development and to discover the evolvement and the causation which can make us understand our country and province complexion scientifically and constitute reasonable decision, it is significative to accelerate the sustainable development for our country.
