A Study On Evaluation Of Regional Innovative Ability&Efficiency Based On Sustainable Development

Today, regionalization is becoming a distinguished feature in the development of the world economy. With the development of economic globalization, the competition among countries is gradually evolved into a competition between regions. While the economic is rapidly developing, human beings are facing a serious ecological problems, Sustainable-development has got attention from more and more countries and has been treated as a economic and social development strategy. In the era of knowledge economy, knowledge and scientific technology is increasingly becoming the decisive resources for economic development. Region innovation is not only the fundamental technical support of regional industrial upgrade, but also the empowers of region economic growth and the decisive factor of international competitive advantage.At present there is research of evaluation of regional innovation system, but among most of them the sustainable-development theory is not combined. And for the research of evaluation of regional innovation system generally limited to regional innovative ability or regional innovative efficiency of a hand, and regional innovative ability and regional innovative efficiency are two different dimensions to reflect the regional innovative overall strength, it’s necessary to combine both of them. Regional innovative input-output process generally is regarded as a whole process in the study of evaluation of regional innovative efficiency so the accuracy of the evaluation result is not strong.The paper firstly studies the sustainable-development theory and the regional innovation theory, analyzes regional innovative ability and regional innovative efficiency are two different dimensions to reflect the regional innovative overall strength, analyzes the relationship between the sustainable development and the regional innovation. And then put forward the definition and composition of the regional innovative ability, the definition and staged decomposition of the regional innovative efficiency, and construct the evaluation index system for both of them. For the regional innovative ability and efficiency the paper chooses factor analysis method and DEA model as the evaluation method. In the end the paper chooses national(except in Tibet and Xinjiang outside)28areas for empirical research, respectively uses the factor analysis method and the DEA method to evaluate the regional innovative ability and efficiency based on the sustainable-development theory, combined with the evaluation result analysis the regional innovative overall strength, get the echelon arrangement result, clearly reflect the current situation of the sustainable-development regional innovative ability and efficiency, puts forward some suggestions of improving the regional innovative overall strength.
