Nowadays, the astro-system includes both China Astro Science Corporation(CASC) and China Astro Science and Industry Corporation(CASIC),to which nearly one thousand companies of all levels attach. Some of those primarily produce military goods, like several general assembly factories in charge of model tasks, while some are responsible for production of civilian goods, like part of the listed companies. Most of the astro-enterprises mainly service on both military and civilian goods. This thesis focuses on this kind of the astro-enterprises.Under condition of socialism market economic, astro-enterprises, nationally supported with emphasis, will face the steep competition in the market all the same. As part of military goods projects increasingly open to common, even if the enterprises engaged in research and manufacture for a long time will be challenged by privately-operated enterprise from the market. Many astro-enterprises follow the management mode in planned economic period, pursuing successful model as well as military goods accomplishment blindly.These problems mainly show as follows: firstly, the subject of evaluation was simplex, making the old system short in giving enough attention to all the correlative interest groups. Secondly ,the old one neglected many factors that have close relationship with development of the enterprises, such as economic benefits ,cost control, civilian goods progress, culture construction and customers' satisfaction. Thirdly, the content of performance appraisal didn't match the enterprises' development strategies. Thus research on performance appraisal system which is suitable for astro-enterprises' development strategies by modern performance appraisal thoughts, becomes an important topic on how to promote the competitive ability, to maintain the sustainable development ability.To enhance the supervision on nation-owned capital of enterprises, Ministry of Finance has set up a system of performance appraising for the first step by several years' work, including that for military enterprises, which has big disparity from astro-enterprises' appraisal system in index selecting. Astro-enterprises' performance appraisal may profits from the designing thoughts in these systems, but in concrete index designing, it should synthesize its own characteristics.Based on the frame of Finance Ministry performance appraisal system, this thesis has constructed a index system ,which includes essential indexes, revised ones and expositive ones, accordant with the development strategy of the astro-enterprises via discourse upon domestic and foreign research and development actuality of performance appraisal. It expatiates on the basic thoughts and principle of the index system designing, dissertates the index system's practicability to astro-enterprises, designs the concrete procedure and particular arithmetic of operating index system, and finally explains the validity of the research result based on the demonstration appraisal of correlative dates of the 8 astro-enterprises given. The achievement of this thesis could be useful in direction and promotion for the astro-enterprises performance appraisal and management.
