According to the latter-day and modern development of world , townifying's naissance is with the development of production and the naissance of industrialization. Townifying is the exclusive way to make a developing rural country become a developed industrial country. In the 16th congress of the Communist Party of China, delegates deeply and completely analysed present and future circumstances and missions of the development of our economy and society, proposed that we should speed townifying. It's a grand policy trend. It's important not only for the improvement of agriculture benefit, present income and rural development, but also for overall architecture adjustment and optimization of national economy, for the continuous development of macroeconomy and overall progress of society.Speeding the development of rural towns is a grand mission for present and future modernization construction of our country. This paper shows our and overseas researching circumstances, present methods and abroad experience of the development of small scale towns, analyses the problems in the WangCheng county small towns development, using the knowledge of public administration, public economics, by system analyzing, comparable analyzing, investigating, proposes that government should properly administrate , strengthen the administration of small towns construction, speed the creation of land rulls, prompt the regulatable exchange and infrastructure construction of small towns, constitute the codes of infrastructure market management. In order to propose for the WangCheng county small towns development, the paper analyses the construction of Small Park and DingZi new town of WangCheng.
