Since the foundation of public administration,government function has captured wide and lasting attention.Infrastructure is an important factor for satisfying the needs of social production and living,developing the economy,as well as enhancing the comprehensive strength for the country.Infrastructure has long been believed as the exclusive function of government.But with the development of market economy and governance systems,the government is not the only supplier of infrastructure.PPP(Public-private partnership)overcome the drawbacks of administrative monopoly supply and excessive privatization in infrastructure field.It can take the advantages of government and social capital through cooperation.As a new type of infrastructure supply mechanism,PPP has been unprecedented in the world.With China entering the new type of economic development,the contradiction between growing demand for infrastructure and limited government supply ability is more tense.It undoubtedly enhances the supply-side reform in infrastructure.After the Third Plenary Session of the 18th CPC Central Committee in 2013,PPP ushered in a new wave of climax.Since then,with the State Council and the state departments published a lot of PPP policies and regulations,and the local government has also followed the trend and launched various types of PPP projects in the field of infrastructure,so that the market called 2015 as the "PPP first year".PPP is not only the way of financing in the field of infrastructure,but also a new way of governance.The deep meaning of PPP model is to promote the transformation of government functions,improve the governance capacity and system.In China,the PPP model achieves multiple innovations in government roles compared to traditional infrastructure monopoly supply models,from direct investors,producers,operators,micro controllers to providers of cooperative resources,public service suppliers,franchisee,macro guide and supervisor.From the current trend and value orientation of government function transformation,the PPP model is a kind of path choice which is in line with the current government function transformation.PPP model focuses on improving the efficiency of infrastructure supply,while emphasizing the diversity of governance to improve governance capacity,through the government and social capital in the field of infrastructure supply,balancing the relationship between fairness and efficiency,so as to protect the maximum public interest.At present,the development of socialism market economy,policy guidance and political support,the growth of civil society and the motive and advantages of social capital itself provide the possibility of PPP mode to promote the transformation of government functions.At the same time,from the PPP practice results,it is indeed trigger initial transformation of government functions,while there are still many difficulties to be solved.In this paper,according to the logic of "value orientation-social conditions-practice mechanism",from the abstract t spiritual level to the external support conditions,and then to the specific practical level,to explain the dilemma of the transformation of government functions.In the last,this paper put forward the suggestions to speed up the transformation of government functions in the PPP mode of the infrastructure field.It mainly focuses on the remodeling of public consciousness in the context of service-oriented government,perfecting the government's internal governance system through relevant system innovation,enhancing the cooperation between government and society capital by providing better external environment,to achieve public administration from ignoring others or even refuse others to recognize the others' governance status,strengthen cooperation with others.This will not only promote the transformation of government functions actively and steadily,but also improve the governance capacity and systems.
