Under the influence of the economic globalization and the international competition, the number of the project which is assumed by the enterprise increases greatly, while the resource of the enterprise keeps stable. It is the key problem of EPM (Enterprise project management) to take the managing pattern to achieve simultaneous implement of various projects economically and effectively. Based on the practical application, and under the guidance of the modern management and project management, the thesis makes a qualitative and quantitative research on the multi-project-planning and the resource optimization method.Chapter one describes the status and the developing tendency of Project Management, Enterprise Management, Enterprise Project Management, Enterprise multi-project management, and the resource optimization.Chapter two analyses the status of the current resource optimization theory and method. Introduces resource optimization method of Network planning in three instances, especially, this chapter introduces the application of GA-genetic algorithm in optimization of Network planning; Introduces the resource optimization theory and method in enterprise; Based on contrasting Network planning and Enterprise resource planning, summarizes limitations of the current resource optimization theory and method, educes the main research problem and its significances of the thesis.Chapter three researches on the method of Enterprise multi-project planning. Analyses the significances, actualizing frames and methods of modularization and rationalization in Enterprise multi-project management; Analyses the similarity and relativity among numerous projects; According to three kinds of especial examples, this chapter researches on the basic methods about multi-project coalition; Researches on a kind of multi-project-modular method basing on the Design Structure Matrix, it can be used in modularizing compact relating tasks among numerous projects, accordingly, reduces quantity of message-alternation among numerous projects, convenient management, connected with function of organization structure in enterprise.Chapter four researches on the double-layer decision method of resource distribution among various projects. Introduces the double-layer decision method, builds up the double-layer decision model, analyses the usual optimization method for the multi-decision-maker, double-layer and single target decision, namely, the penalty method and the branch method; According to the attribute of the project resource, classes the problem of resource distribution among various projects; Specifically, in order to encounter the limitation of self resource, the thesis introduces the double-layer decision method to build up the double-layer decision model of resource distribution among various projects and explores a blending heuristic algorithm which is on the basis of GA-genetic algorithm.Chapter five, the thesis takes a practical application to demonstrate the validity and feasibility of the present research.
