With market competition growing fiercer, more and more projects are undertaken in enterprises, most of which are conducted in a multi-project environment. Multi-project management has become more and more common. The most important problem in a multi-project environment is the limitation of resources. How to make effective use of all kinds of resources in a multi-project environment is the first question enterprises have to answer. Human resources, as the core resources of projects, have an immediate impact on the efficiency and success of the project. So how to improve the reusability and efficiency of human resources in a multi-project environment has become a problem to be solved as soon as possible.This paper focuses on the problem of human resources in a multi-project environment and is carried out based on analyzing relevant researches. First, there is an analysis about the background of human resources management in a multi-project environment. Next is the question and relevant literature review both at home and abroad. The author puts forward the method of classification and grading of human resources on the basis of organizational structure centered by project management office (PMO). The division of roles in human resources management and component will assure the realization of classification and grading. According to common methods and ideas of driving mechanism in human resources management, the paper discusses the grading of compensation through an example, and brings forward the performance evaluation method of M-KPI on the basis of combination of MBO (Management by Objectives) and KPI. In the end, there is an application in a certain electric power corporation, which is presently carrying out project management.From the literature review we can see there are not many researches on human resources management in multi-project environments. This paper puts forward the method of classification and grading of human resources in order to improve the efficiency of human resources in project management. Meanwhile, in respect of driving mechanism, this paper puts forward the M-KPI method, which is more appropriate for multi-project environments. It changes the single evaluation of people to a systematical evaluation which focuses on the inherent relationships and interactions of all evaluation parts. This is innovation to some degree. This paper seeks to further study human resources management in multi-project environments, and lays foundation for further study on human resources management and practice human resources management in enterprise's multi-project management in future.
