With the development of the readjustment of economic structure, energy conservation, emission reduction and the environmental policy, the waste heat power generation industry obtained the development opportunity. Huayuan Co., Ltd. has made some achievement during its development of cement waste heat power generation service. However there are also some problems such as the insufficient recognition of service value, the vague enterprise culture, the unconscionable organization structure and the lack of knowledge management.This paper analyzes the development environment, development strategy of cement waste heat power generation service and the guarantee system of the strategy of Huayuan Co., Ltd. by theory and method of strategy management.First this paper use PEST model, Michael Porter's five forces model and SWOT model to analyzes the internal and external environment, indicating the strength, weakness, opportunity and threats.Then the formation of attraction-feasibility is used to indicate that market opportunity should be EPCand EMC. Huayuan Co., Ltd. should build the competence chain and industry chain as well as expanding international market to develop its waste heat power generation service.Finally a guarantee system should be built, including optimizing organization mechanismand institutional system, constructing characteristic culture and shaping the service brand.This paper indicate the market opportunity of Huayuan Co., Ltd. And the development strategy of its waste heat power generation service. Research ideas and framework of this paper has a certain significance for subsequent research on engineering technical service enterprise.
