In competitive electricity markets, automatic generation control (AGC) is one kind of important auxiliary services which serves to maintain the system frequency stability and keep tie lines transaction. Based on the domestic automation level and the actuality of domestic AGC auxiliary service market, this paper firstly discusses a frequency bias coefficient setting technique, taking different operation modes,the characteristics of load and generations responding on frequency and frequency bias etc. into account. Through u analyzing the historical performance data of AGC units and considering short-term load forecast this paper proposes a statistical analysis method for preliminary determining AGC capacity requirement, then assesses AGC units'bidding prices and units'performance by analytic hierarchy process approach, and selects AGC units to achieve optimal AGC dispatch by trading off between the AGC operation cost and penalties for tie-line transaction deviations to get balance between economic efficiency and system security. A case study is given to verify the proposed model efficiency.
