Electric power system ancillary service is an important measure to maintain the security and stability of power system, to confirm power supply, as well as meet the requirements of voltage and frequency quality. Accompanied with power system reform and power marketability advancement of our country, more and more attention has been paid to the affairs related to ancillary services. The Ancillary Services of Parallel Network Running Plant Management Provisions, which has been published by State Electricity Regulatory Commission People's Republic of China, described the property of Automatic Generation Control. In this thesis, AGC about management and marketization for the district of Beijing-Tianjin-Tangshan are mainly discussed.In the first part of the thesis, AGC management and evaluation provisions have been analyzed and the measures about improving auxiliary service compensation system, inhibiting the development of opportunistic behavior have been put forward. Secondly, in order to protect the rights of power plants and reduce the press of power dispatch department, a system of avoiding evaluation has been established, which makes up the defect of the Beijing-Tianjin-Tangshan ancillary services compensation management and evaluation previsions effectively. And then, on base of the provisions and the requirements of the Regulatory Commission, a full system of services compensation of Beijing-Tianjin-Tangshan has been established, including market framework, transaction process, unit sorting, trading model, cost of clearing, evaluation and exemption, etc. AHP method has been used to calculate the comprehensive assessment value of AGC units, and then sorted the generator unit to according to determine initially the scope of successful bidding unit, which greatly simplified the solution procedure of mathematical transaction model. Afterwards, the mathematical transaction model of successful bidding unit with its capacity was established and linear programming method was used. Finally, a calculating example is given out under the data of Beijing-Tianjin-Tangshan district in order to proof the validity and feasibility of the model.In this thesis, the existing AGC compensation and rules for management assessment in Beijing-Tianjin-Tangshan District were analyzed and improved and the next step of establishing a set of this system was studied. The research has a great theoretical and practical value for the development of Beijing-Tianjin-Tangshan Power ancillary services compensation system.
