The correlation between construction of the transportation infrastructure and social economic development is a very complicated system problem. So far, the theories correlation of field's to both of research general is qualitative analysis of shallow layer and simple quantitative analysis. According to the theories analysis basing on the history dates between transportation infrastructure construction and social economy development on Jiangsu Province, the text ascertains cause and effect relation among variables and then set up a system dynamics model about transportation infrastructure construction and social economic development. This model is constituted by economic sub- system, employment sub- system, the transportation infrastructure sub- system three statures systems. They are contacted as well as promoted. After verifying the basic usefulness of model by the history examination about GDP and employment population, we imitate really basic behavior of the construction system of the province transportation infrastructure in Jiangsu province and analyse policy by adjusting outside parameter. At last, we get policy suggestions as follows:1. Increase investment proportion of transportation infrastructure from the social fixed assets investment appropriately;2. change present condition of unblanced proportion of investment among all transportation infrastructure3. under the circumstances of constant scale about transportation infrastructure investment, better is increasing port and wharf investment proportion to improve GDP and employment rate, than inland waterway channel investment.
