| As rapid step of global economy development,"informatonalization"becomes an important tendency of development in harbour shipping operation, since it is the urgent needs for rising harbour competitiveness under global economy. Besides, it is the only choice for rectifying traditional harbour operation for its upgrading towards optimum state of productivity.Following to the fast development of information technology as well as the network techniques, it is possible to share the data and information through Internet by pre-defined protocol and specification, this is the basic concept of Electronic Data Interchange (EDI). It is recognized that harbour shipping was one of earliest areas which applied EDI technology, and it is obvious that EDI construction in harbour shipping operation is an urgent task needed for sharing global information and participating international shipping market competition for China.Based on massive data collection from different harbour operation agencies: stoverge operation unit, cargo shipping logistic agency, custom office etc.; detailed analyses are carried out for the purpose of clarifying the efficiency and influence factors of applying EDI in Nan Tong harbour shipping operation. Some suggestions are made for improvement; perspective outlook is presented for building"digital harbour"and"digital Nan Tong".Following studies are performed in this paper:(1) The feasibility and necessity analyses of building EDI system for Nan Tong shipping operation. Introducing information of EDI system building at home and abroad, compares are made between the two and the approaches for improvement are found.(2) The effectiveness and factors of applying EDI in Nan Tong harbour shipping operation is studied, a conceptual modelling is developed for further evaluation the economic efficiency quantitatively.(3) Using the combination of analyses, qualitative and quantitative; monetary and non-monetary; social efficiency and economic efficiency, for the conclusion of economic assessment with the suggestions of its improvements.(4) Perspective outlook for future development of EDI in Nan Tong harbour, is presented, the idea of building"digital harbour"of Nan Tong is suggested. The necessity and urgency verification for the"digital harbour"of Nan Tong based on EDI system are examined.(5) A conclusion of"Driving industrialization by informationalization"is discussed which forms the emphasizing point of future development. This paper seems not only meaningful to the"digital harbour"building for Nan Ton, but also will play a deep and strategic influence to the long-term social-economic planning of Nan Tong Municipality. |
