Study On Performance Evaluation Of The Highway Network Construction In Coastal Economic Region

In recent years, Budget performance management attracted national attention, The third Plenary Session of the Sixteenth Central Committee of the Communist Party of China put forward that the establishment of budget performance evaluation system. According to the requirements of the State Council and the Ministry of Finance of deployment, Financial departments at all levels and budget units actively explore the budget performance management and budget expenditure performance evaluation pilot. Due to a wide range of transportation department budget, it is difficult to follow a uniform pattern to carry out performance evaluation. Road traffic is an important constituent element of modern transportation system, one of the main port cargo collection and distribution of coastal areas. Road network operational efficiency makes a direct impact on the development of the port. Based on the background of highway construction of Liaoning coastal economic belt, how to contact the reality to evaluate coastal road building performance, improve the accessibility of road network of port area and improve port transportation advantage have become important means. Through participating in highway network construction project performance evaluation of Liaoning coastal economic belt, this paper aims to explore a set of ideas and methods for road network construction performance evaluation of the coastal areas and improves the road network performance evaluation theories.On the basis of combing the existing performance evaluation theories and experience, this paper studied road network performance evaluation methods more systematically, discussed relevant concepts of the accessibility and measurement methods, took the accessibility as an important indicator of highway network performance evaluation. On the basis of 4E theory and AHP, this paper Screened index and built the index system from technical, economic, social, environmental dimensions. Through the analysis and evaluation of road network performance, implementation of road network construction enhanced network accessibility, connectivity,more smoothly converged coastal ports and resulted in significant economic and social benefits within the scope of the coastal economic belt.
