The Study Of The Performance Assessment In Shanghai Water Authority

High achievement is one of basic goals which the government pursues thoroughly. Along with administration reform of our country deepening, some experience and methods are starting to cause domestic governmental department as well as the administrative educational world's attention, which have raised the governmental management level in the western developed countries such as Britain and the USA. As a new tool of performance assessment, the Balanced Scorecard not only applied in profit organization massively but also obtained remarkable effect in public departments.The Balanced Scorecard has overcome limitations of the former performance assessment such as so many definitions and so much ambiguity, and tries to promote the level of government performance management from the strategic management. This article introduces the Balanced Scorecard to Shanghai Water Authority based on the analysis of strategic logic in public departments, and takes Suzhou River Department as an example, embarking from finance, the customer, internal business process, learning and growth four latitudes. Furthermore, according to Shanghai Water Authority's special details, it designs a series of causal relation target and constructs a set of complete balanced scorecard system. It has proved that the Balanced Scorecard can not only raise the level of Shanghai Water Authority's performance assessment, but also provide it a beneficial idea and means for assessment.
