In the 21st Century, with its rapid economic growth, China witnesses the accelerated process of urbanization. With massive urban expansion and reconstruction of the old town areas, many problems and conflicts arise in course of urban house demolition and relocation. The popularity and severity of these conflicts shows that, the urban house demolition and relocation is no only a problem with the city construction, but rather, involves many other areas like laws, governmental functions, and the rights of the general public.Such things as the C.18th Enclosure Movement of Great Britain still happen in some cities. For instance, Some residents were injured in the conflict and didn't get any due compensation from the company.As far as the Songjiang District of Shanghai is concerned, in the year of 2006, the local government received some 87 complaint letters concerning the urban house demolition and relocation, 320 individual visitors and 19 batches of group visitors totaling 260 appealing for help, and. The government is faced with the challenge of how to deal with the conflicts between economic development and city renewal.The Resolution on Major Issues Regarding the Building of a Harmonious Socialist Society, which was adopted by the Sixth Plenary Session of the 16th Central Committee of the Communist Party of China (CPC) on Oct. 11, 2006, states that, governmental department at all levels shall coordinate the interests of all parties and properly handle social conflicts. With the instruction of this resolution, this thesis will analyze the status quo of urban house demolition and relocation in Songjiang District where the writer is now working in, with such methods as comparative analysis, case analysis and graphology. The thesis will cover the elements that may trigger off conflicts in course of urban house demolition and relocation, such as the policies, the resettlement houses, psychic state of the relocated residents, and the technique and qualification of the dismantling personnel. On the basis of the analysis, the thesis proposes the following suggestions and countermeasures: 1) Accelerating the law making and strengthening promotion; 2) Enhancing the pace of resettlement house construction to supply more houses; 3) Improving the over-all qualification of dismantling personnel and ensuring the law enforcement, 4) Making effort to stabilize the relocated residents.With the above analysis, the thesis aims to achieve the following goals: 1) Offering suggestions and making its due contribution to the protection of the just right and interest of the relocated people; 2) Facilitating urban construction and development, especially the important projects; 3) Helping stabilizing the society, and contributing to the country's goal of building up a harmonious society; 4) As one of the urban management member, the writer feel obliged to help regulate the operation of the dismantling personnel and to make effort to implement a fair, just, and transparent'Sunshine Operation'.
