The Research On The Supplying System Of Rural Public Goods

China has achieved great success in economic field since China's reforming and opening. But, the gap between the country's cities and countryside which existed for a long time is also being expanded further because the macroscopic policies tend to support the development of cities and industry and the policy of"supplying industry with agriculture"carried out earlier while the total living standard of the whole people has being been raised in a big degree. The issues of countryside, peasants and agriculture have become the focal point which people and governments pay attention to, and the issue of rural public goods appears to be more outstanding. These existed problems seriously threaten our society's steady and continue development. Therefore, to solve these problems, especially the problem of how to prove rural public goods effectively, in the fields of theory and in practice has been the key and important issue faced by scholars and our governments. This paper wants to explore some ways and ideas to solve the issue.Firstly, this paper explained the basic concept, components and characteristic of public goods, and analyzed the necessity and importance of proving public goods effectively based on the theory of Public Economics, Development Economics, and Micro-economics. Secondly, this paper analyzed the history of Chinese rural public goods'supplying system and the foreign country's rural public goods'supplying system and its enlightenment. Thirdly, according to a investigation of the present situation of rural public goods, this dissertation analyzed the current situations, including the achievement in supplying rural public goods, the existed problems and its reasons, and especially, analyzed the rural tax and fee reform and its effects on the issue of supplying rural public goods. On the one hand, China has gotten some satisfied achievements in the field of supplying rural public goods, while, on the other hand, there are still many problems such as insufficient quantity, low quality, unreason structure existing in the field. Finally, based on the former analysis, this paper analyzed the background characteristic of times for the theoretical innovation of rural public goods supplying system, and carried out some useful policy suggestions on the supplying system innovation of rural public goods, and especially, this paper strengthen to build the new public goods supplying system which is scenically, rational, fair, impartial, democracy and City and countryside integration, and this will improve the development of rural economy and the building of socialism new countryside.
