A Study On The Government Leading Role In The Multi-supplying Of Rural Public Goods

Since the reform and open policy, our country agricultural economy has sustained development, and the countryside appearance has had a big change. But the shortage of the rural public goods, is still quite a overall question. It becomes restrict the rural development and the social development. The rural public goods is not only the economic problem, is also politics and the social question. Whether it supplies effective directly effect the rural economy development and the stability of society. It is the important task of governments to breaks through the shortage of rural public goods. Simultaneously theorists explore this important issue unceasingly. The theoretical analysis and the experience indicated: In the rural public goods supplies, should construct multi-supply system .But the rural public goods multiplication supply system will not form spontaneously. What role the government should plays, still needs to give explanation and the discussion theoretically.This article utilizes the public administration theory and the public economic theory, take the characteristic of rural public goods as the basic point , point out that the rural public goods can be supplied by the government, the market, the third department organization and the villagers. Through the inspection of the rural public goods supplying in the present situation, points out the multi-supply system preliminary formation. However, there are still many questions ,such as the main supply structure is not balanced. Main reason is that the government lack of responsibility, the role of the market was inappropriate, and the third sector is weak in strength, the autonomy supply ability of farmers is limited. Learn from the South Korean government in rural areas the supply of public goods in the manner and function play experiences. The government should play a leading role of rural public supplying diversification in the main body of different, design specific policies in order to fully mobilize the enthusiasm of the main supply , to build a government leading, other subject participating, and highly efficient supply system of rural public goods, to provide enough rural public goods for rural areas.
