Research On The Evaluation Of Implementation Of General Land Use Planning In Baoding City

Along with the social and economy development, the process of industrialization andurbanization are accelerating, the problems of land resources use have become outstandingand prominent. Land use planning, as a significant macro-regulation means, has played animportant role in harmonizing the relationship between the mankind and land resource andmitigate land use inconsistency. Last general land use planning has exerted a profoundinfluence in the land management since it has been bring into effect. But there are manynew questions and situations in its practice. Under this background, China has initiated thethird round of amending the comprehensive land use planning. The evaluation ofimplementation of overall land use planning, is the summary of last planning implement,and also is the foundation of amending and adjusting planning. The scientific study andevaluation to the land use planning's implementation could analyze the effect of theimplementation, promote to carry out the target, assignment and policies of planning,enhance the effect of implementation, bring forward countermeasures for planningmending and will be beneficial to constituting and implementing the new overall land useplanning.This paper is made up of six parts. Part one introduces the background, target andmeaning, content and the method of this paper; Part two expatiates the study status ofinside and outside and the main contents of the relevant theory; Part three analyses the landuse status, peculiarity and potential of Baoding; Part four based on the analyses ofBaoding's land use change, made a integrated estimate to the implement effect of overallland use planning; Part five makes the evaluation of implement benefit of last planningaccording to math method; Part six puts forward suggests for mending of planning.The paper concluded that whole situation of the implementation of Baoding generalland use planning is good but several targets and part content need be adjusted; byevaluating, the planning is thought to have gained a lot of economic benefit, some socialand ecological benefit, and much comprehensive benefit. In addition, several advices aboutrevising new planning are suggested, based on above conclusions and domestic&international relevant achievements.
