Research On Water Price Designing Based On The Water Ownership

Water resource is a complex system, which has tight connection with the society's development and the living environment of the human beings. The research of water price is gradually developed under the study of resource economy, and it is an important component of natural resource price study.The thesis works on the system study of water price study, depending on the combination of fact study and standardization, having quantitative analysis and qualitative analysis. It works on matters as follow:1. Recommends native and foreign water price study, and analyses the trend of water price, working on the three bellowing aspects of water price constituent, water price model and water price coordination mechanism basing on water power, taking notice on these connection.2. Recommends the theory of water resource, analyzing from the nature, the constituent and the calculation principle of water price, and the customers' affordability and the design method basing on water right.3. Studies on cost method, building total cost method model; studies on the customers' economical and psychological affordability, building integrated control model; studies on the best coordination of water cost and affordable price, building harmony price model.4. Adopts examples from the aspects of investment dispersal, annual management fee, project water providing supply, water supply and the irrigate area. Analyses the economy of the customers and the affordable price. Get a reasonable method that citizens can afford in daily life, on industry and agricultural irrigate, which method basing on the guiding ideology of "Helping the agriculture from the city" and adjusting water prices according to the water right.The creativity of this thesis is a new price model which can adjust price according to water right and build a harmony price model basing on project price and affordable price. Admittedly, the series of the adjusting methods based on the guiding ideology of "Helping the agriculture from the city" are the first mentioned in the filed of water valuable resource.
