A Study Of Water Price Based On Water Quality And Water Quantity

Water resources shortage is restricting the economic development of our country,while the price of water is an important policy tool for demand side management of water resources,but the traditional economics only starts from the quantity of water,and pays little attention to the quality,which has cause a great waste of water resources.Therefore,the study of water price combined with water quality is of great significance.On the basis of literature research,this article summarizes,analyses and forecasts the composing elements,pricing mechanism and pricing methods of water price.Firstly,this study is based on the public goods theory,natural capital theory and sustainable development theory,and focuses on the relevant literature on water price.Secondly,this study reviews the development history of the water price,and studies the current situation of China's water price and the existing problems.Starting from the composition of the water price,we points out the defects of water price and the improvement direction and also the deficiency of the model of full cost pricing in our country.Thirdly,based on the comprehensive consideration of natural factors,economical factors and social factors on the impact of the value of water resources,we fully consider water quality changes,water resources abundance changes and requirements of industrial development and other factors on the tariff issue,then establish a market-oriented and dynamic water quality and water price model.Finally,this paper puts forward some countermeasures and suggestions for water price on the basis of a series of theoretical analysis and case studies.The innovation points of this paper are as follows.First,based on the water pricing model,considering the water quality factors,the water price model combining water quality and water quantity is constructed.This model can not only calculate theresidents living water price,but also applies to agriculture and industrial calculation.Second,this based on the model of water quantity and water quality,we take the domestic water supply in Hangzhou city for an example,the results show that the residential water price should distinguish the quality of the water quality,not only to meet the residents' demand for water resources,but also to achieve the maximum utility of water,and it can be called "high quality and high price,poor quality and low price".Based on the analysis of the pricing of water quality,the following policy recommendations:(1)optimize the composition of water price structure.On the basis of the whole cost of the water on the overall water quality is conducive to alleviate the water shortage and lack of water,the water does not constitute a clear internal reasonable price,the price specified in the direction of regulation;(2)balance water quality,water quantity,and water price.According to the needs of different industries on water quality,more should be done in the view of the "quality" system;(3)determine the price level.Based on the internal composition of water price,this paper points out the scientific pricing direction of resource water price,engineering water price,sewage treatment cost and compensation price of water ecological protection;(4)perfect water price formation mechanism.From the perspective of government,market and the public,the formation mechanism of water price formation mechanism should be improved;(5)perfect water price legal system.Our country should constitute the legal of water in order to solve the lack of water refinement laws and regulations.
