Research About Urban Water Resources Price And Water Policy Based On Full Cost Water Price

Water has different attributes to different consumers. To the industrial enterprises and commercial activities, water is producers’goods with commodity attributes. Meanwhile water is public goods as the basic consumption to the residents It is very difficult to price water rationally and make water policies due to its multi-attributes. Water price (WP) reflects its market value when it is traded as a commodity, water price policy (WPP) is a basic approach to improve water use efficiency (WUE), to protect water resources and to solve the problem of water shortage.Through the methods of document analysis, quantitative analysis, policy keyword analysis and case study, the research object of this dissertation is on the prices and polices of urban water resources. It carries out studies on the history development of water price policy in the cities of China, the evolution path of the price policy of urban water resources in major cities and keywords of WP in Hefei, and probe into the current problems of WP and WPP in Hefei city.The major research findings of this study are as follows:(1) Through clustering analysis of the keywords of the policies, it draws the conclusion that there are four acting points of WPP in Hefei:Improve the ability to supply urban water and conserve water; carry out overall planning to optimize the allocation of water resources; enhance the_repeating utilization of water resources; water use of units should be adjusted through the combination of total amount control and quota management mechanism. The conclusion drawn through keywords analysis has a very important role in determining WP and exerting the lever role of WP. (2) The levy standards of the fee of water resources is relatively low; sewage disposal fee does not cover the hazard free treatment of the sludge; the charging standard of sewage is relatively low; police of theprice of recycled water price is not perfect. (3) It is estimated through full cost pricing model that the full cost water price of Hefei is 4.67yuan/m3, but the current WP is 3 yuan/m3, so it is impossible to express the depletion cost and scarcity of water. (4) It is proposed to set dynamic adjustment mechanism of different charging standards of water resource fees based on the differences of water consumption; Sewage disposal fees should be transferred from the administrative fees to management service fees, complete the differential cost rate structure of sewage disposal fees, and set up incentive policy to encourage sewage treatment enterprises to improve governance standards; sewage charge should be taken by the sewage treatment plants that focus on industrial wastewater treatment, and dynamically raise the levy standards of sewage charge, and carry out transformation of administrative fees into tax in some cities with mature conditions; market competition mechanism should be introduced to price the recycled water, and make recycled water differential pricing and subsidy policies according to different user groups.
