In modem society, emergencies explode more frequently and strongly in new ways, so people pay much more attention to the emergency response system. The emergency response system must be improved immediately to ensure the steady and a continuance of development of the society. The system must response quickly,reliably and efficiently. Its reliability and response speed are very important, because they are the base of the success of response to emergencies. The study of reliability and scheduling of the emergency response system is important for improving the system. This article help to build efficient emergency response system by study its reliability and the method of scheduling.At first, this article studies the method of building the response process activity network model based on unified modeling language (UML) and converting the model to Petri Net. Then analyses the structure and function of the response process using the model define the reliability of the response process under time restriction and studies the way to build the simulation model of it. After the simulation study, proposes the way to get the optimal scheduling using the reachability of PN, and finds out that the priority of the activities of response process is impacted by four factors. Using the searching method based on illumination solves the problem of explosion of the reachability graph. At last, this article applies the methods to a example.
