When information technology and global competition becomes fiercely, the borderline of enterprises are broken down and traditional human resource that do all things by themselves are challenged ever since. In order to utilize resources and catch hold of market opportunities and reduce cost adequately, a new Human Resource that is Virtual Human Resource is developed increasingly.The article applies the research policy of combining theory analysis and positive analysis to analyze cost and profit and scale and risk of VHR on the basis of transaction cost. Firstly, based on the Transaction Cost and combined with theory-based resources and mathematical model, it sets forth the basic conception and character of VHR, analyzes the cost and income of Virtual Human Resource on this article.Secondly, it analyzes static scale and equilibrium of VHR with the static analysis of Transaction Cost and put forward criticism also, combining theory-based resources and Margin analysis, it analyzes dynamic equilibrium of VHR. A lot of function can outsource along with human resource market perfected and information technology developed.Thirdly, it analyzes the risk and factor-influenced of VHR and discusses how to control risks.Finally, it sums up and expects the VHR combined with case.What innovation of this article is that it analyzes enterprises scale combining with static analysis of transaction cost and dynamic angle, then draw virtual human resources static scale and dynamic optimal point scale.
