21 centuries is the age of knowledge economy, the human resource will become the most important resources. Only own the quality workforce, the enterprise can occupy advantage in the hot competition market. After china joining in WTO, the state-owned enterprise faces to competition which come from domestic and foreign, but currently, the position of human resource management is more and more important in the enterprise management. In the all expenditures of enterprise, the expenditure which uses for human resource is more and more big. Valid management and strict control human resource cost have become a very important topic which enterprise's product to rob the market.The human resource cost is the importance part in enterprise cost and expense, which high and low directly relate to the benefit of enterprise, the price of product and the competition of market. See from a different angle, the human resource cost reflected all devotions of enterprise to worker directly, is the workers' economic benefit, the quantity of human resource increases or decreases influence the aggressive to workers greatly. Especially in the process of turning reform deeply, the human resource involves an employment problem, relates to the stability of society. Therefore, considering every factor, we study the reasonable devotion of human resource cost, which is a very important problem in enterprise human resource management.This text is totally divided into six chapters, this text first introduce the research background, some concepts concerning human resource, human resource cost and human resource cost control, then introduce the current situation of state-owned enterprise human resource cost control in our country, the state-owned enterprise carries on some methods of human resource cost control currently and the existing problems, it discusses the important meaning of state-owned enterprise strengthen the human resource cost control, and. Later this text pass the analysis to the human resource cost indicator, then build up the control model of the human resource cost, explain the control way of thinking of human resource cost, together setting the standard which enterprise how to double control the human resource cost, and put forward a corresponding strategy. The last part of this text analyzes human resource cost control in medical first company of Northeast General Pharmaceutical Factory, and collect some data which concerning obtain, develop, use, guarantee, dimission cost etc, we through a series of calculation to set up a control system model of human resource cost control, and carry out the analysis of demonstration. Then we carry on evaluations to the control system model of human resource cost control. The last, this text brings forward some suggestions aiming at the process of concrete application.
