The housing is the daily necessity of people, the government and society should try to meet different level inhabitant's housing demand and people's basic life need, which is also the manifesting of housing's social indemnificatory. according to the investigation, in recent years, the price of housing which stayed at a high level already far exceed the middle class's capacity, of which the speculation in real estate market was one of the main reasons .The approval of individuals housing loans was defective and the defect enabled individual housing loans become the sufficient speculative fund. How to manage housing loans, which can effectively limit the development of the speculative purchases and promote the healthy development of domestic market has become the major issue the central government and consumers concerned.Based on the share of the information, the paper focused on the housing market, took the entire process of the speculation in real estate market, Take the process of the housing loans inflowing to Speculative purchase as the clues. Studied the risk the housing mortgage loans faced such as the credit risk, the operational risk, the moral risk and the system risk the personal housing accumulation fund faced. According to it, the paper studied the Monitoring regulations of the commercial banks, the central bank, related government departments to speculative housing loan. The paper mainly included three parts:①from the comparison with the living purchase, obtained the definition of the speculation in housing market, and combined with the characteristic of the present housing market, analyzed the condition of the speculation in housing market to be able to exist and rapidly develop ,and its negative influence to the social principal aspect;②analyzed the series of risks individual housing mortgage loans faced, and correspondingly, studied the Regulatory measures all the relevant regulatory agencies took;③studied the risks the housing provident fund loans faced, focused on the unique system risk the personal housing accumulation fund loans faced. The subsystems included in the supervising and managing system of the speculation in real estate market mutually related and attached, based on resources sharing.The paper took the practicality as the goal. the paper make every effort seek the rationality and the feasibility of the appraises system, attempt to establish a highly effective Speculative housing loan monitoring system.
