Study On Urban Government Behavior In Urban Competitiveness Management

With the development of global economic and the technique integration, cities are becoming more and more important in the development of countries and regions, and the competition among the cities is becoming fiercer. The direct cause of urban development is the urban competitiveness. How to promote urban competitiveness becomes the hot research subject studied both at home and abroad.The urban development must be established above the powerful urban competitiveness foundation. However the competitiveness is not spontaneous. It is the management and plan result of manager. The paper analyzes how to promote urban competitiveness at a public administration angle, and discusses each function of the urban government in the process of promoting urban competitiveness.Based on the analysis on the research background and purpose and Significance of urban competitiveness management, this paper analyzes the concept of urban competitiveness management firstly, and the paper summaries the rudimentary theory of urban competitiveness management. Then, the paper analyses that the urban government is the fundamental main body of urban competitiveness management. the city development direction in the future has been controlled by urban management. Then, this paper establishes a new urban competitiveness management performance index system of estimation combining qualitative and quantities analysis methods and formative and positive analysis methods etc.According to the index system, this paper designs and constructs a mathematics model with PCA methods by the aid of software of SPSS. Finally the Tai'yuan government is an example for how to promote Tai'yuan urban competitiveness. According to the existence question and the local characteristic and the comparison superiority of Tai'yuan urban development, the paper puts forward the development strategies and measures of upgrading urban competitiveness of Tai'yuan.
