The Research On Social Assessment Of Commercial Investment Project

Social Assessment is an important measure which is to identify,survey and evaluate various social impacts of projects, to promote thestakeholders' effective participation, to optimize the construction projectsand to avoide the social risks.The concept of Social Assessement of commercial inverstmentproject can be defined, it analyes the contributes and impacts to realizethe social (person, organization, community) objectives including humanbeings' progress and social sustainable development, by considering all ofthe stakeholders.The development of Commercial projects especially the swift andviolent improvement of retail, which is bringing great impulsions topeople's lives and cultures. Considering the potential social impacts,social performance, and the social acceptability, all of this required theinvestors and government to judge the social feasibility of the project, to advance implementary advice and policy of coordinating the socialrelationship and avoiding social risk, and to pay more attention toproblems about the public participating, stakeholder analysis, socialjustice and construction ability of organization. According to thecharacteristics of project assessment subject, actual research about socialassessment of commercial projects is still on the stage of framework andtheory. Social assessment of project is only applying on some waterconservancy project which is still lack of theory and method research andsuccessful cases research, especially social assessment of commercialproject.This paper builds the index system of Social Sssessment ofCommercial project which has three aspects as Harmonious Index,Developmental Index and Sustainable Index. Harmonious Index measuresthe adapting and harmonizing ability between projects and stakeholders,and among stakeholders; Developmental Index measures the project'spromoting ability to advance economic performance and socialperformance; Sustainable Index measures the capacity for developing andbalancing all the stakeholders' benefit, which shows human rights andequity.Based on a great deal of literature reading, the paper brings forward30 indexes firstly, and then screens and modifies the index system byDelphi, questionares and SPSS. We finally get 8 judge-indexes and 28 indexes which are of great operation, and get the HDSI model.This paper makes case exercise based on the HDSI choosing 7commercial projects in Hangzhou, Jiaxing and Ningbo of ZhejiangProvince as research objects. And we have the assessement result by thisHDSI model which is really practicable.
