Research On The Regulation Of The Tourism Exploitation Under The Community Participation Driven By The Interest

The social justice is not only the core value of a harmonious society,but also a benchmark of the civilization of the society. In order toachieve the social justice, it is important to coordinate differentinterest groups. But nowadays, the conflict between the open investmentenvironment and protecting the interest of local residents has become aninevitable problem on the sustainable development of tourism industry.This paper has analyzed the participation of different interest groupsto the tourism development using a combined method of theory analysis andexperimental research. Then the paper has put forward correspondingregulation method aiming at problems appeared during the participationof the community in the tourism planning. This paper was divided into fourparts: the first chapter is the basic research of the participation ofcommunity within the tourism development. After reviewing both thedomestic and foreign research on the participation of tourism development,this chapter has put forward the limitation of domestic research. Thenthis paper has analyzed the new environment of the communities'participation after evaluating the situations within our country. Thischapter also gave a definition of community and tourism community,different interest group and regulation, etc. The second chapter is theexperimental research of the participation of community within thetourism planningand regulation. This chapter has summarized the primary problems within the process of the participation of the community withinthe tourism planning, and then analyzed those problems from the angle ofthe prompting of the property right and the rational choice using thetheories of economics, sociology and management. The third chapter is thesystematic design of the regulation of the participation of thecommunities within the tourism planning. This chapter has placedimportance to the regulation of the participation of the communitieswithin the tourism planning, as well as the principals, contents andmethods of the regulations. Then this chapter has put forward a regulationmodel. The fourth chapter is the conclusion and the forecast of thisresearch. The research discovered that, the contradiction between thepursuit of interest and different participants is the straight inducementof the problems, which was caused by the uncertainty of the acquisitionof interest, the lack of regulation of the participation of communitieswithin the tourism planning and the injustice of the distribution ofinterest obtained from the tourism activities. The harmonious andsustainable development of the tourism communities can only be achievedby the establishment of the effective regulation system, which was basedon the exchange system of property right, functioned by the restrictionof interest, guaranteed by the rule of law and complemented by thesupervision system.
