The Research On Community Particioation In The Development Of Pastorol Area

Tourism industry greatly promotes the economic development of the tourist destinations. But as tourism industry develops it brings about many negative influences, such as environmental pollution, the destruction of social culture, increasing unfair distribution of tourism gains', and so on. One of the prominent problems is that the local residents are excluded from the tourism beneficiaries because they can not participate in tourist activities effectively. But they have to bear the negative influence of the tourism, and sometimes their costs are even more than their gains. If this situation goes on, it must lead to environment degeneration, social cultural destruction and finally affect the sustainable development of tourism industry. Based on this actual background, the idea of "community participation" emerged. At present, community participating and the development of tourism involves in many aspects of community participating, but it is still in a primary stage. The study about the participation of the pastoral communities is still almost a blank space now. The study on the community participating in the development of tourism associating with the actual situation of Inner Mongolia district is also black.On the bases of the investigation and interview to the participated situation and gains of the pastoral households at the tourist destination of Sharmuren and Gaghantal of Inner Mongolia pasture, applying the general theory of sustainable development and community participating in the tourism development. This paper summarizes the present situation of pastoral households participating in the tourism, analyzes the advantages and disadvantages of this kind of participation, and suggests how to further participate in the tourism development for the pastoral residents.This paper studies the problems faced by the pastoral communities who participate in the tourism systematically, in the way of combing theory with practice and investigating at the side. The purpose of it is to find a good path to protect the environment and traditional culture through participating of the community in pasture areas, as well as, to increase the pastoral households' gains from tourism and to advance the health and sustainable development of the pastoral tourism.The research of pastoral households participating in the tourism has very important theoretical and practical significance to the sustainable development of the pastoral tourism, the development of local society and economy, the advancement of the living standard of pastoral minorities, the elimination of poverty, the transference of the surplus pastoral labor and the enlargement of the employ opportunity.
