The 21st century should be driven by the knowledge-based economy in rural Shaanxi, the main force farmers to Socialist New Villages. Building Socialist New Villages of central situation, from the overall interest of building a well-off society is a major strategic decision to the successful completion of this strategic task. The key is to strive to foster new farmers, improve the comprehensive quality of farmers, and make them educated, technological and operatored.This paper takes shaanxi province, which is the"dragon head"of 12 western provinces and autonomous regions, as an angle of view, and takes the countryside microscopic human capital investment main body-rural households'investment as the object of study. First, analyse comparatively Shaanxi rural households'human capital storage quantity and investment present situation and the investment tendency. Then according to the fact that rural households'wage income accounted for the total income increased year by year, launches empirical analysis through multivariate linear regression model on the human capital condition of labor force'influence in rural households'non-agriculture income.And then, analyses rural households'human capital investment decision-making and influence factors which strict rural households'four kind of human capital investment, which includes education, health, training and labor force shift, to conduct logistic analysis in detail. Finally, according to the countryside related policy, explores the government behavior choice of improving the condition of shaanxi rural households'human capital investment.The empirical research is used for the government services about how to improve farmers'quality, and draw the following conclusions: First, not only to implement policy continiouly about increasing farmer long-term income, but also to increase credit support for agriculture; Second, implement family planning policy strictly; Third, encourage farmers by every ways to increase investment of education, health care, skills and move of labor; Fourth, implement the investment programs of"0"years old; Fifth, priority to investing feminine human capital; Lastly, pay more attention to the middle and elderly farmers investment. We hope that policy proposals what the paper put forward will provide some theoretical consultation to solve the chronic China's"agriculture, countryside and farmers"issue, and establish"people-oriented"concept of scientific development and the foundation of Socialist New Villages.
