Study On System Reform Questions Of The University-owned Enterprises

The existence of Chinese university-owned enterprises is decided by current state of thenation. From 1950s they studied Soviets to establish practice factory, to the beginning of 21centuries they have owned more than 40 listed companies of the high school control and 5000science-industry-trade companies, the university-owned enterprises get support and concernfrom society, obtain good economic performance, make up the shortage of the educationbudget. But from the present development state of the university-owned enterprises, thedevelopment of companies is widespread lack of motive, many have sunk into deficiency. Thatis because the university-owned enterprises can't adapt market economy, the deep layerquestions exist in property right system, organization system and management system. Thedevelopment of university -owned enterprises is subjected to a serious affection. It is emergentto carry on system reform, to set up modern enterprise system, to realize the value preservingand appreciation of state-owned assets.The university-owned enterprises reform system to clear away all sorts of systemobstacles of the university-owned enterprises, have set up the modern enterprise system thatnot only meet the needs of socialist market economy system but also accord with university-owned characteristic. On the basis of analyzing operate situation and the impact factors of theuniversity-owned enterprises' system reform, put forward the reform system thinking andstrategies such as rebuilding the function of the university-owned enterprises, mergingenterprise resources, reforming system differently, managing differently and rebuilding thedynamic system of the university-owned enterprises. Because the enterprise motivities are thestrengths which push enterprises effectly circulate, without motive the enterprise also can'thave the ability of existence and development. So as the important content of the university-owned enterprises reform system, this paper mainly dissertate the strategy of rebuilding thedynamic system of the university-owned enterprises, and propose the measures from propertyright system, organization system and management system.The anthor thinks, as a sub-system of higher education and social economic system, thedevelopment of the university-owned enterprises, not only rely on science reasonable internalsystem but also be decided by the growth of market system and the support of macroscopicsystem environment, so the paper puts forward suggestions to construct good exteriorenvironment for the development of the university-owned enterprises.
